Objective Statement
To assess and enhance the existing protocols, training, and engagement strategies of first responder agencies to better serve LGBTQ+ individuals as first responder agencies, including police, fire, and emergency medical services (EMS), play a critical role in ensuring the safety and well-being of all community members. It is imperative that these agencies foster an environment of inclusivity, respect, and understanding, particularly when interacting with the LGBTQ+ community.
Key Elements
1. Evaluate Current Policies and Practices:
- Conduct a comprehensive review of existing policies, procedures, and guidelines related to interactions with the LGBTQ+ community.
- Identify gaps, biases, or outdated practices that may hinder effective service delivery to LGBTQ+ individuals.
2. Enhance Training and Education:
- Develop and implement training programs focused on LGBTQ+ cultural competency, anti- discrimination laws, and respectful communication.
- Ensure continuous education on emerging issues and best practices in LGBTQ+ community interactions.
3. Improve Reporting and Accountability:
- Establish clear protocols for reporting and addressing instances of discrimination, harassment, or bias against LGBTQ+ individuals by first responders.
- Implement mechanisms for community feedback and accountability to ensure transparency and trust.

- Provide EMS Continuing Education Unit (CEU) training focused on LGBTQ+ medical related emergencies
- Implement comprehensive LGBTQ+ cultural competency training for all first responders, including scenario-based exercises and testimonials from LGBTQ+ individuals.
- Offer specialized training for dealing with LGBTQ+ youth, elderly, and individuals in crisis.
3. Reporting and Accountability:
- Create a sub-group committee within the Broward EMS Council to review potential areas of training, education, and growth between LGBTQ+ patients and EMS medical protocols.
- Create anonymous reporting channels for both first responders and community members to report incidents of bias or discrimination.
- Establish an oversight committee with LGBTQ+ representation to review complaints and recommend corrective actions.
4. Community Engagement:
- Host regular town hall meetings and community forums to discuss issues and gather feedback from the LGBTQ+ community.
- Participate in LGBTQ+ events and support local LGBTQ+ initiatives to build trust and demonstrate commitment to inclusivity.
5. Inclusive Service Provision:
- Develop protocols for addressing specific health and safety concerns of LGBTQ+ individuals, such as domestic violence in same-sex relationships and health emergencies related to hormone treatments.
- Ensure all forms, documentation, and communication materials are inclusive and sensitive to LGBTQ+ identities.
